Introduction |

Kenyatta inherited a colonial administration that derived its authority from the Independence Constitution of 1963. Its authority increased as amendments were introduced into that Constitution. |

| Initially, government functioned under a two-tier system of a centre and 7 regional governments. Later, the central government and the ruling party KANU centralised power around President Kenyatta and the Provincial Administration. | |
| The government was made up of a Cabinet in addition to an all-powerful Provincial Administration. |
