The colonial masters' main motivation was exploitation of labour and resources in Kenya. This meant that policy and matters of Public Finance were tightly controlled from the center and greatly influenced by capitalist business. |
Allocation |
Allocation of the Public Finance followed a predictable pattern: it was geared to opening up of the country and especially of those regions that were considered high-potential areas. |
Management |
The colonial administrators remained the sole administrators and managers of Public Finance and were only accountable to the government of the Queen of England. |
